Strategic Planning
The Riverside City College 2025–2030 Strategic Plan is an equity-minded, action-oriented framework designed to strengthen student success from application through completion. Grounded in Liberatory Consciousness and servingness, the plan moves the college from intention to accountability by centering equity, belonging, and care in every decision, system, and practice. Guided by a clear North Star - to double RCC’s three-year completion rate from 15% to 30% by 2030 - the B.E.S.T. framework provides a shared roadmap for building meaningful relationships, fostering engagement and belonging, supporting students at key momentum points, and valuing the full educational experience for students and employees alike.
