Student Rights and Responsibilities


Rights of matriculated students:

  1. To request a waiver of a prerequisite for a course because:
    • The necessary co-requisite and/or prerequisite is not available in a given semester.
    • The prerequisite which must be validated has not been validated.
    • The student has the knowledge or ability to succeed in the course despite not meeting the prerequisite.
  2. ​To file a complaint of unlawful discrimination if the assessment, orientation, counseling, prerequisites (or any other matriculation procedure) is being applied in a discriminatory manner.

  3. ​To meet with a counselor to develop a Student Educational Plan (SEP).

Responsibilities of matriculated students:

  • Express a broad education intent upon admission,
  • Declare a specific educational goal by the time 15 semester units are completed,
  • Meet with a Counselor to develop a Student Educational Plan (SEP),
  • Attend classes, complete assignments and maintain progress toward a goal.


The Riverside Community College District  complies with all federal and state rules and regulations and does not discriminate on the basis of ethnic group identification, national origin, religion, age, gender, gender identity, gender expression,  race or ethnicity, color, ancestry, genetic information, sexual orientation, physical or mental disability, pregnancy, veteran or military status, or any characteristic listed or defined in Section 11135 of the Government Code or any characteristic that is contained in the prohibition of hate crimes set forth in subdivision (1) of Section 422.6 of the California Penal Code, or any other status protected by law.  This holds true for all students who are interested in participating in education programs and/or extracurricular school activities.  Limited English speaking skills will not be a barrier to admission or participation in any programs.  Harassment of any employee or student with regard to ethnic group identification, national origin, religion, age, gender, gender identity, gender expression,  race or ethnicity, color, ancestry, genetic information, sexual orientation, physical or mental disability, pregnancy, veteran or military status, or any characteristic listed or defined in Section 11135 of the Government Code or any characteristic that is contained in the prohibition of hate crimes set forth in subdivision (1) of Section 422.6 of the California Penal Code, or any other status protected by law is strictly prohibited.  The following person has been designated to handle inquiries regarding the non-discrimination policies or practices: District Compliance Officer, 3801 Market Street, Riverside, CA 92501, or (951) 222-8039.​
