The Appeal System - What To Do If You Get a Ticket
(Note: Citations received in areas off campus are issued by the City of Riverside. Information on how to contest them is listed on the citation itself.)
If you receive a parking citation you can appeal it. On the back of each citation is information on how to contest the citation. If you do decide to contest a citation keep in mind the following:

The appellate process that the District follows is set by the State of California. Therefore, time frames and deadline dates cannot and will not be extended, nor can any District personnel wave or modify this process.
First Level Appeal-Administrative Review by Parking Services: Citations may be contested by contacting the College Safety and Police Department within 21 (twenty-one) calendar days from the date of the citation. Contact may be made in person, by telephone or in writing. Contact made in writing through the mail must be postmarked within the 21 (twenty-one) day limit.

Second Level Appeal-Arbitration Hearing by Outside Entity: Citations upheld at the First Level may be contested by contacting the College Safety and Police Department within 21 (twenty-one) calendar days from the date of the notification of the decision of the First Level Appeal. Contact may be made in person, by telephone or in writing. Contact made in writing through the mail must be postmarked within the 21 (twenty-one) day limit. Arbitration Hearings are held periodically by an Arbitration Officer that is not affiliated with the District.
Third Level-Contesting Citation in Court: Citation upheld by the Arbitration Officer at the Second Level may be taken to court. An appeal must be filled with the appropriate court within 30 calendar days after the mailing or delivery of the decision of the Arbitration Officer. This means that all the paperwork must be filed with the court before the 30-day deadline. The court does not accept phone call or postmarks. Contact RCC Safety and Police for details and paperwork.
Tips on how to write an effective 1st Level appeal.
The parking rules and regulations are designed to make parking as fair and easy as possible. Before you decide to appeal any ticket you may have received, please carefully read the following information.
Keep in mind that the initial appeal will be based solely on your written statement and any paperwork, photos or statements that are submitted with it. Phone calls and/or follow-up correspondence will not be made due to the volume of appeals that we receive. It is your responsibility to submit any evidence you deem necessary for your case. Statements like "I was told by..." are considered. A written statement by a third party does not guarantee a dismissal, but it may help your case.

Denied appeals are those that, in one way or the other, request an exemption from the Parking Rules and Regulations.
